To celebrate the full opening of the Tibar Port in Timor-Leste, the Timor-Leste government and the owner, the French Bolloré Group, jointly held an opening ceremony. Timor-Leste President José Ramos-Horta attended the ceremony and delivered a speech. Also in attendance were Timor-Leste Prime Minister Taur Matan Ruak, Minister of Transport and Communications José Agustinho da Silva, and Chinese Ambassador to Timor-Leste Xiao Jianguo. The ceremony saw the Timor-Leste government and owner representatives giving high praise to the construction quality and team execution from China.

The project started in August 2018 and included land reclamation, high-pile beam and slab wharves, yards, and building construction. Since its commencement, it has faced various challenges including complex geological changes, scarce local resources, and the impact of the COVID-19 pandemic.

Beijing Zhenchong Engineering Machinery Co., Ltd., together with various participating units, fought together, overcoming various difficulties and ensuring the smooth progress of 7 sets of offshore bottom-discharge vibratory hammers and 2 sets of onshore bottom-discharge machines.

The Tibar container terminal project is the largest PPP project in Timor-Leste since its independence. The main construction includes a new 630-meter wharf with one 7,000 TEU and one 3,500 TEU berth, 3.5 million cubic meters of dredging, 27 hectares of land reclamation, and related buildings, yards, and other supporting facilities. The terminal's maximum annual throughput can reach 1 million containers. After full operation, it will become the sole logistics center for maritime freight trade in Timor-Leste, greatly promoting Timor-Leste's economic development and playing a key role in trade between countries along the Belt and Road.
